Movie Plot:

In ancient Rome, the emperor Tiberius is dying and is replaced by his nephew Caligula, who becomes a tyrant known for his depravity and terror. Despite disgust from the Roman Senate, Caligula declares himself a god and indulges in disturbing behavior, causing concern for the stability of the Roman Empire.
