Movie Plot:

Transient workers are pouring into Sleepy Lagoon to work in defense factories, but are struggling to find wholesome entertainment options. When Judy Joyner becomes the first female mayor with the goal of re-opening an old amusement park, she is unaware that the park is being used by a gambling racketeer with the protection of corrupt politicians. Judy is faced with accusations of corruption as the park becomes a hub for illegal activity.
