Eiko Hirayama, a woman in Japan during the 1880s, helps the Liberal Party and falls in love with its leader Kentaro Omoi. When the party is disbanded, Eiko and Omoi are jailed due to a fire instigated by Chiyo, a servant girl. Despite their involvement in politics and the subsequent pardon, Omoi does not advocate for women’s rights.
